Qin was a good leader. He is the first emperor of China that United China and started what China is today. He defeated many other King and standardized many things in China. Due to possible Mercury poisoning he became crazy in later part of his rule. He was fanatical and a tyrant.
But there were many others who disliked him for the way he chose to run the country.
He was an effective ruler. Together with a couple of able Ministers, he restructured the administration of China and very importantly, decided that appointments to public office could be made on the basis of merit only, and no longer on the basis of status or connections. He also introduced standardization of currencies and weights and measures - very important for China's economic development, as was his extensive work on improving China's infrastructure, such as roads and canals. Many of the changes and institutions during his reign were to endure for many centuries. He also introduced the rule of Law in China, meaning that every person in the realm was bound by publicly declared laws.

Actually Liu Bang (Gaozu) rebelled against Qin and gained his position as emperor.
Perhaps Shi Huang Di didn't even serve in the army. He finally became the emperor of Qin dynasty because of his royal status not military exploits. He could be a good strategist but his army was led by several generals.

Emperor Qin was overall bad but sometimes good... he was a good leader because he built the Great Wall of China he was also the 1st bonafide emperor and he gave china its name' he's overall bad because he killed probably millions while building the Great Wall. ( If a worker died while working emperor qin made other workers pick up the body and put the body in the great wall.) he also destroyed poor Zhao and all the other kingdoms.
