Both the British and French's chief goal was to weaken Germany militarily, strategically and economically.
Czechoslovakia, which was invaded by Germany with permission from Britain and France given at the Munich Conference. You ask which country was a "victim" of Britain's and France's willingness to appease Hitler, but you are not understanding the basic facts. The Sudetenland wanted to be part of Germany because they were Germans and they were separated from Germany after World War 1. So they were glad to get reconnected to Germany. Hitler used the issue of Sudetenland against Czechoslovakia. Czechoslovakia (including Sudetenland) were not part of Germany before WW1, but part of Austria-Hungary. When Austria-Hungary was broken-up as result of WW1, then Hitler decided to seize German-speaking Austria and then create a crisis w/ Czechoslovakia. Czechoslovakia was seen as the victim of appeasement. By loosing the Sudetenland, they lost valuable territory rich in lignite, coal. So there was a victim - Czechoslavakia.
This is not a particularly straight forward question. I'm going to try but I'm not sure I'm answering what you're asking. At the Start of World War I the Austria-Hungarian Empire declared war initially on the Balkan State of Bosnia as a reaction to the assasination of Archduke Franz Ferdinand. Russia, who saw itself as the older brother and protector of the slavic people of the Balkan peoples reacted to this declaration and subsequent invasion by declaring war on Austria-Hungary. Germany had a mutual protection alliance with Austria-Hungary and thus declared war on Russia. Russia had a similar alliance with France and Britain bringing those two belligerents into the fray. Germany's Schlieffen Plan, which was established in case of total European war, dictated that France must be neutralized first in this situation in order to avoid a two front war on the continent. Thus, Germany declared war on France and Britain. By extension Austria-Hungary was bound by the alliance with Germany to follow-suit and declared war on these two as well. It gets more specific and convoluted than this, but that's a basic overview.
Germany attacked Poland, which had pacts with France and England, who declared war on Germany. Obviously it is a lot more complicated then this, but this is the basic answer to how the war began.
This the first article and basic tenet of the The Declaration of the Rights of Man and of the Citizen as adopted by the National Assembly of France on August 26, 1789. German military power should be permanently restricted.
After their victory in World War I, both Britain and France shared the basic idea of imposing punitive measures on Germany to prevent it from becoming a future threat. They sought to weaken Germany economically and militarily through reparations and territorial losses, believing that this would ensure lasting peace in Europe. Additionally, they aimed to reshape the political landscape of the continent to promote stability and prevent the rise of militarism again.
