Portugal was a leading country in overseas explorations during the Age of Discovery in the 15th and 16th centuries. It forces other countries to conform to the economics of the countries they have to deal with. They have to find common ground to exist with each other to make it work.Like what is going on with China and the U.S., one wants the other to clean up it's act or it's processes and not pollute the world. It also tries to change the way their people treat each other. One may not like to deal with a country that uses slave labor and try to get them to stop it.

When two or more countries form a free trade area, they do not have tariffs that are homogeneous with respect to the rest of the world. Consequently, it is possible for one country then to import all of a certain good that the other country previously imported, only to turn around and trade it to another country in its free trade area. This lowers the amount of government revenue in the consuming country and can lead to decreases in surplus.
The slave trade brought money and prosperity to Europe, but the slave trade was not the leading cause for the underdevelopment of Africa. That can be attributed to colonialism due to the fact that the colonizing countries took what resources they wanted and funneled the wealth derived back to their own countries. The colonial powers did not allow the native inhabitants opportunities or education and used them as slaves or indentured servants. That left the native people little means to develop their own countries and the colonial powers were not interested in the prosperity of those countries.
