There is no comprehensive data as to who ruled the Indus valley. But the arrival of the Aryans into the subcontinent was the main reason for the relocation of the people of the valley far down south. This indicates they could have been of a "Dravidian" origin. Latest scientific findings also indicate that the script used had dravidian influences.
