I'm going to go way out on a limb, and guess it's named after L. P. Bailey
It was named after Lindley Patterson Bailey of Belmont County OH, born March 8, 1850. He was an agricultural icon for his breeding of the jersey cow. He was inducted into the Agricultural Hall of Fame in 1968 40 years after his death. FYI...
