To put an end to World War 1, all the nations involved had to get together and agree on a peace treaty. Since it was such a big deal, the heads of state all took part. You are probably thinking of Wilson (US), Lloyd George (UK), Clemenceau (France) and Orlando (Italy) because they ran the whole show.
