Back in the day, when they Caste System was invented, priests were more important than Kings because religion was strongly felt and religion mattered a lot to many people. Even much more than the King / Queen and country.

There is no reason to think that Gupta kings did not believe in caste system. They were hindus, and caste system was a part of the Hindu social structure.

Well I think that the kings were priests back then( that's what I researched) so when there was ancient Mesopotamia I think that kings and priests ruled.
