It did start World War Two. When the treaty was signed all the blame for the war was placed on Germany. They couldn't have a military and a heavy fine was placed on the country. Land was also lost and given back to France ( to this day the Germans grumble about that). All of this happened 20 years before WW2 began, but it set the stage for the war. Because of the conditions the German people were paying a heavy tax to pay back the fine, inflation was very high, people were out of work, and a man named Hitler came along. Hitler blamed the Jewish population for the troubles, and he used nationalistic dialogue to describe Germany. When he was elected to office he had a plan to take over the government and with the help of other nationalists he was able to do it. One of the things you have to remember in history is that it is all connected. If you can find an old PBS series called CONNECTIONS watch it. It tells how it is ALL connected.
