Ship money was unpopular because it was new to inland counties who didn't live near any coasts. Charles 1 didn't consult with Parliament before introducing it either due to his belief in the Divine Right of Kings which caused tension. It was also only supposed to be an emergency measure in times of war but became permanent instead. Nearly everyone had to pay it which caused great opposition between Charles 1 and England especially as English ships were being used to protect Spain which was a Catholic country whereas England were very strong Protestants back then. It was declared illegal by parliament in 1641.
