Vampires cannot love. Early writings of vampires tell us that vampires were incapable of love after becoming a vampire, but a vampire retains a longing for the people they loved prior to their transformation. This makes loved ones of the person some of the first people the vampire will visit.
In Ernest Jones' "On the Nightmare," Jones details the psychology of vampires and the changes they undergo when a person becomes a vampire. Vampires possess no fear due to their immortality and powers, even when faced with an object that can bring them harm, such as holy water, a crucifix or a stake being used by a person willing to kill the vampire who the vampire had loved as a mortal. This had caused much confusion as vampires have been attributed with fleeing from such a scenario, though Jones explains the vampires flee due to their intelligence, not fear, and such situations are a literal example of the idea of fight or flight.
Jones goes on to say that fear is replaced by desire, with lust being the most prominent desire. This is evidenced by Dracula having 3 different wives at once and further evidenced by a vampire's tendency to hypnotize a victim into having sexual relations.

You can fall in love with a vampire becuase, vampires are real. Sadly there are a lot of people who are attracted to the 'bad boy' or 'Vixen' personality. Vampires tend to have this appeal.

This, like many questions about vampires, really depends on two things: 1) What you believe. If you believe in vampires, then you can believe that they have soul mates. And if you believe that they have soul mates, then there you go. 2) What vampire stories you've read. Some vampire stories depict vampires as heartless monsters, incapable of love. Others, however, say that vampires do indeed fall in love, and even have soul mates.
