Ralph witnessed a shelter catching fire and felt the heat on his shoulder as flames flickered close to him. This frightening experience likely intensified his sense of urgency and danger on the island.

Ralph believes they need shelter because it offers protection from the elements and can help them feel safe and secure. Having a designated shelter can also provide a sense of order and organization within the group.
Jack set the entire island on fire in hopes to kill Ralph with the flames, however; he was unsuccessful because the naval officer showed up before Ralph could be murdered.

While Piggy, Ralph, Sam, and Eric sleep in the shelter, the boys' fire goes out, allowing the signal for rescue ships to pass by unnoticed. As a result, the opportunity to be rescued is lost, increasing their desperation and hopelessness on the island.
Ralph builds huts in order to shield themselves from rainfall, similar the rainfall they experienced on the day they supposedly arrived on the island. In addition, the huts provide phsycological comfort for the Littluns as well as some of the Biguns from the superficial "Beast".
Jack and his hunters break in and steal piggy's glasses
The hunters had been tracking pigs in the jungle with Jack. According to Ralph the rest of the boys were, and I quote... "They're off bathing, or eating, or playing."
because when Ralph and Simon was were building the shelter, the other boys was were swimming and jack was hunting, when they returned back the conflict open again between the jack and Ralph.
