I don’t think he was evil before he went to the Dark Forest. Was he a good cat? Not really, we can see this in his violent nature. Did he deserve to be sent to the Dark Forest? No, there have been worse cats sent to Starclan. People often use Thistleclaw‘s actions in Spottedleaf’s Heart to justify him being sent to the dark forest. Like I said before, worse cat have been sent to Starclan, besides, Spottedleaf’s heart is just an absolute mess of bad writing.
Him ending up there could have just been weird writing, bias in Starclan, or, he may have simply chosen to go there.
However, after being sent to the Dark Forest, I do believe he became evil. We can see this exemplified in his action from there foward.
TLDR; He wasn’t evil before the forest, was evil afterward, reason for being sent there is debatable, may have gone there on his own accord.

Why is Tigerstar evil?
Tigerstar became evil for several reasons. One of them is probably because he was the weakest of his litter, which made him desparate to prove himself strong when he was still a kit. Later he was apprenticed to Thistleclaw, who was an aggressive warrior who influenced Tigerstar.Actually that isn't true-he was in fact the strongest and only surviving kit of his litter. He was apprenticed to Thistleclaw, though, and Thistleclaw did play a major role in his becoming evil. Also he had a large amount of ambition and a ruthlessness that allowed him to make use of that ambition.
