Yes, you should read the books in order. I have read them, and sometimes there are references to past events from other books. If you read them out of order I don't think they would be as good and there would be some things you wouldn't understand.

Yes. I believe all literary works should be read chronologically, but the Percy Jackson series builds from one book in the series to the next, with him Percy discovering more and more about the the mythological world that is hidden in our world. Definitely read them in order.
