The Queen tempts Edmund by promising him power and the chance to be a prince and eventually a king if he brings his siblings to her castle, as well as the lure of Turkish Delight, his favorite treat. She plays on his desire for recognition and his jealousy of his older brother, Peter.
The Queen of Narnia, who is actually the White Witch, changes from being angry to sympathetic towards Edmund because she sees an opportunity to manipulate him to her advantage. She knows that she can use his desire for Turkish Delight to lure him into helping her and betraying his siblings. She feigns sympathy in order to deceive him and further her own agenda.
The queen wanted to get rid of all the Pevensie children, so she fed Edmund enchanted Turkish Delight that left him craving more. It caused him to return to her. She planned on using him as bait to bring his siblings to her as well.
