Given that a lot of critics have drawn parallels between the characters and events in the book and World War II a likely candidate would be the Nazi party, especially as Jack is often likened to Adolf Hitler. Jack leads the choir, they dress in black and walk in military formation. They take over the tasks of hunting (food supply) and keeping the signal fire lit (communication with the outside world). The choir also back up Jack's regime despite earlier refusing to vote to end Ralph's leadership in a similar way that many Nazi's after the war claimed not to have supported Hitler but nevertheless went along with his orders, out of fear.
