Jonas referred to Gabe as his little brother because he formed a strong emotional bond with him while caring for him during their escape from the community in "The Giver." Jonas saw Gabe as family and felt responsible for protecting him, which deepened their connection.

Gabriel is a newchild at the nurturing center. Gabriel is placed in the extra care section for help because he does not grow normally like other children and does not sleep regularly. Jonas's father brings Gabriel home at nights to spend time with the family. Both Jonasand Gabriel has pale eyes which are rare in the community where most of the people have dark eyes. Spending nights at Jonas's family unit, Gabriel is able to sleep soundly beside Jonas because Jonas gives him peaceful memories to help him sleep. Later, Gabriel is chosen to be released from the community, and Jonas takes Gabriel to save him from being released.

Jonas and the Giver watched a video of Jonas’s father performing a release. Jonas felt that it wasn't fair to live like that. The Giver came up with a plan to give people memories. When they give the people the memories they will feel pain. When people know the past they will be smarter about knowing life.
At the end of the Giver, Gabriel is slowly dying. In the the third book of the giver series, Messenger, he is mentioned as a michievous 8 year old telling us that he did survive. And in the third section of the book Son, Gabe is about 14 and it focuses on him trying to find his mother.
All people within the community have dark eyes other than Jonas, The Giver, and Gabe. I think their different eye color is to show early on how Jonas will be different than others, and then how Gabe will also be different than others.
Well, honey, in "The Giver," the giver treats Jonas like a special snowflake, giving him all the juicy deets about the real world while keeping everyone else in the dark. It's like a twisted game of truth or dare, but with more emotional baggage and less fun. Basically, Jonas gets the VIP treatment while everyone else is stuck in the cheap seats.

Because they both had pale blue eyes and lily made a comment saying that they might have the same birth mother which is unusual for most members in the community cause mostly everyone has dark eyes in his community.
