When I read to book I got the sense that then environment was very similar to the small town in the film Hunger Games. The Giver was set in a society that occurs after the fall of modern civilization (there's hints that this occurred due to warfare, racial conflicts, or other major sources of violence)

Jonas at the end of the book runs away into wilderness with the infant and releases the received memories onto the people, which indicates there's still heavy levels of vegetation surrounding his community.
