First of all, it is not called "The Lost Hero 2." It will be called the Son of Neptune. It will be about Percy's life in the Roman camp.
From the preview given in May, it is believed that it will be about Percy's life at the Roman Camp Half-blood. The setting is two months after The Lost Hero's ending.
Well technically yes. but it could also be Jason because he has lost his memory too and he pretty much is a hero (well not without Piper and Leo). So I guess both of them are the lost hero. But either one would be right.
Neptune is the Roman equivalent of Poseidon, so presumably it will be similar to The Lost Hero, but with Percy at the Roman Camp instead of Jason at the Greek one.
