The way I see it, the girl is very quiet and shy. She speaks of being "a mouse" and "not one to raise my voice" and she is very shy when she is trying to tell her LOUD neighbors to be quiet. She has moved into this place, with a "garden view" and a "quiet nook" where she reads her classic literature by Jane Austin. Pets and parties are banned, so she obviously doesn't care for a lot of social interaction. Just as she is enjoying her peace and quiet, the Opera singer begins belting out a number from her apartment below. As if that doesn't disturb her peace, the jazz singer above her sings loudly from her apartment too. Out of frustration, she shouts at them to "STOOOOOOOOOOP" at which time, she finds her own voice, and kind of likes it. In the end, she has come out of her shell a little and stood her ground. Now that she has some confidence, she shouts back at her disturbing neighbors, making music of the cacophony-- all because of 14G.
