This quote can be found in chapter 5 of "Lord of the Flies" by William Golding. It is said by Jack as he asserts his authority over the group and tries to silence Piggy, demonstrating his desire for power and control.

when simon sees the lord of the flies thing his epilepsy happenens and makes him see things hear things and he falls down the hill with a bloody nose from it.
"We don't need the conch anymore. We know who ought to say things. What good did Simon do speaking, or Bill, or Walter? It's time people knew they've got to keep quiet and leave the deciding to the rest of us." (102) This shows Jack being a dictator because he wants to have the say, he does not want any of the others to speak their opinions as well. When he says "leave the deciding to the rest of us" he shows that he wants to be in charge and have the say on what happens and how things are done on the island. Jack believes that the other opinions are worthless and that everyone should just listen to him and do as he says, exactly like a dictator.
