Jack is the antagonist, all the way through the novel he pushes at the boundaries. He continually challenges and attempts to undermine Ralph's leadership. When he finally leaves, to set up his own tribe, he returns to steal Piggy's glasses, instead of just asking for fire. Even towards the end of the novel he orders his tribe to hunt Ralph and he sharpens a stick at both ends, instead of merely ignoring Ralph or allowing him to join his tribe as perhaps second in command.
