Jonas initially views the rules in the community as necessary for maintaining order and safety. However, as he learns more about the restrictions in the community and the impact they have on individual freedoms and emotions, his perspective on the rules begins to shift. He starts to question their purpose and sees them as limiting rather than protective.

Ah, the committee of elders in "The Giver" is basically a bunch of old farts making all the decisions in the community. They're like the wise (or not so wise) rulers who control everything from birth to death. Think of them as the puppet masters pulling the strings behind the scenes.
Jona's mother was shocked and distraught when she found out he had escaped from The Giver because she realized he had gone against the rules of their community and could be in grave danger outside the strict boundaries they lived within.

They believed another society existed because the Giver had memories of things that didn't exist in the community where he and Jonas lived. The Giver was able to share with Jonas memories of colors like red that weren't present in the community, and memories of love and family, which was a social construct that didn't exist in the community either.
The plan is that Jonas leaves with his "Memories." I think they will slip away the further away he flees and closer to Elsewhere and the "Memories" will go back to the Community and everyone Receives them. I think Jonas and The Giver think that everyone in their Community will feel the pain they had to feel when the painful Memories were transfered. This will most likely kick reality into gear in the Community. Hope this helped! :)
