Ralph wants to address the topic of fear at the assembly to acknowledge its presence among the group and to discuss how to confront and overcome it in order to maintain order and unity on the island. By openly discussing fear, he hopes to rally the boys together and prevent it from overpowering their judgment and actions.

In The Lord of the Flies, during the first assembly Ralph lays down the rule that only the person holding the conch can talk. The conch symbolizes law, order and civilization.
Jack blows the conch for the assembly to talk about the beast and that Ralph thinks that Jack's hunters are cowards and can't face the beast.
Ralph introduces the rule that whoever holds the conch shell during assembly has the right to speak. He also emphasizes the importance of order and organization in the group, and encourages discussion and collaboration to address their common problems. Overall, Ralph's rules aim to maintain civility, respect, and communication among the boys on the island.

In "Lord of the Flies," Jack Merridew is reluctant to discuss fear at the assembly because he prefers to focus on asserting power and dominance rather than confronting the underlying anxieties of the group. He believes that acknowledging fear could undermine his authority and the group's cohesion. Instead, Jack shifts the conversation towards hunting and savagery, which allows him to manipulate the boys' fears to gain control. This avoidance of genuine discussion about fear reflects his desire to maintain a facade of strength and leadership.

Ralph held numerous assemblies but I am assuming that your are referring to the one he called in chapter 5: Beast from Water. Ralph wanted to set some things straight, rules relating to using the rocks near the sea as a toilet, keeping smoke showing as a signal and having only one fire lit and this he managed to do. However Ralph's prime purpose was to end once and for all any talk of the existence of a beast. In this he failed because at the end of the meeting there was an overwhelming vote in favour of belief in ghosts. Rationality had lost to superstition.
