Because exercise is a key part of being health. People that get as little as an hour of exercise a week spread out in ten minute increments are healthier then those that don't exercise at all. And that reduces insurance costs. If everyone in America were to get ten minutes of good activity twice a day, the cost of health insurance would drop dramatically.
it is the process of enabling people to exercise more control over their health
The essential difference between health promotion and disease prevention (health protection) lies in the motivation. When a healthy behavior, such as exercise, is done for the person to feel "good," to achieve a high level of wellness, the behavior is health promotion. When a healthy behavior is done to prevent a disease, it is disease prevention (health protection).

Physical health education typically consists of three main branches: exercise physiology, nutrition, and health promotion. Exercise physiology focuses on the body's response to physical activity and exercise, including cardiovascular and muscular adaptations. Nutrition involves the study of how food and nutrients impact health and performance. Health promotion encompasses strategies to improve overall well-being and prevent diseases through lifestyle changes and education.

I have never heard of either one, but looking at the wording I would say that health promotion strategies are plans/ideas regarding the promotion of heath, and the action areas are locations they are either being implemented or need to be implemented. For example, if the strategy is to get school age children to exercise more, the action area would be schools, parks or day care centers. That's the way I read it, anyhow.
