It doesn't really.

If you remember back earlier in the book, Roger is throwing stones at a littlun playing in the ocean, but he doesn't want to hit the boy. This shows he is still civilised.

However when he pushes a boulder to kill someone, we infer that Roger has now completely forgotten the sense of civilization he had and is now evil and savage.

I think Roger is worse than Jack. Even though Jack is cruel ( note the killing of the sow) Jack never actually purposely killed someone, whereas Roger did. Later on Jack goes on a hunt to kill Ralph, but, to him, that is more of a hunt than a murder.

The murder of Simon symbolised the end of truth, however Piggy's death symbolised how evil humanity is.
