Jack was determined to have a fort on the rock island because he wanted a secure place for shelter and protection from the elements or potential threats. Having a fort also symbolized power and control, which appealed to Jack's desire for dominance and influence over the other boys on the island.

After exploring the rock, Ralph and Jack return to the other boys and discuss the potential of using the rock as a fort or lookout point. They also discuss the need for a signal fire to attract passing ships for rescue.

Jack thinks that castle rock would make a good fort. He finds a trickle of running water under which he says, a coconut shell could be placed. Jack also though that the overhanging rock ledge would provide shelter and that the approach to castle rock, across a narrow causeway of rock would be easy to defend against atatckers or the beast, especially by using the boulders on top of the cliff as weapons.
Ralph stands up to Jack at Castle Rock because he is determined to maintain order, protect the well-being of the group, and uphold the rules they have established. He confronts Jack's violent and chaotic leadership by asserting his authority as the elected chief and trying to reason with him to prevent further descent into savagery. Ultimately, Ralph's stand represents his commitment to civilization and his refusal to succumb to the brutal impulses of the boys on the island.
