Piggy likely pretended that the idea to call with the shell was Ralph's because he wanted to avoid confrontation or conflict with the other boys. By giving credit to Ralph, Piggy may have hoped to maintain a sense of harmony within the group and avoid being singled out or further marginalized. Additionally, Piggy may have recognized that Ralph's leadership position made his ideas more likely to be accepted by the group.
The significance is that the shell used to represent organisation, the glasses (piggy's specs) represent hope, without them, there would be no fire.
Piggy is not useless, Piggy is a needed character to contribute to the story, if it was not for Piggy there would be no fire, they probably would not of built a shelter so early, more people would die from accidents such as in the beginning of the story. In addition, Piggy is also Ralphs right hand man that kept Ralph in check and stopped Ralph from getting killed multiple times.

Instead of placing a backing through the hole, there is a bracket on the earring that connects the front and back and it, literally, clips into place. Pretend a clam shell was the earring. When Ralph first spots the conch in the lagoon Piggy tells him, "I knew a boy who had one of those, on his garden wal it was, they are ever so valuable." He later tells Ralph that the boy, "he used to blow it to make a noise," and explains to Ralph that the boy blew from his diaphragm in order to get a noise from the conch shell. So although Ralph actually finds, recovers and blows the conch. Piggy identifies it correctly and informs Ralph that it can be blown.

Ralph spots a large shell and leverss it out of the lagoon by using a small sappling. Piggy correctly identifies it as a conch shell and tells Ralph that he knew a boy who had one on his garden wall, "It was ever so valuable and he could blow it and make a noise." Ralph, following Piggy's instructions, manages to blow the conch and upon hearing it several more boys appear from the jungle.
Piggy seemed to think that the presence of the conch would help to restore common sense and order to the boys who had become part of Jack's tribe. He hoped that by reminding the boys of the sensible course which Ralph had tried to adopt he might persuade them to give up their 'savage' ways. Unfortunately Piggy's manner of speaking simply infuriated the boys, who objected to being spoken to as if they were naughty schoolboys being chastised by an elderly fat school teacher.
