If you are going to another country to buy fabric and the purpose is to get enough for a dress, there are diferent amounts you may need to buy, depending on the kind of dress. For a dress, you may need to measure the length of the dress you want. Measure from the person's shoulders to the bottom of the dress, double it, and add several yards, depending on the syle of dress, the size of the person who will be wearing it, and the width of the fabric. The amount you need also depends on if the fabric has a nap, border, or a one-way print. You could need as little as 3 years to as much as 10 yards. There are many variables.

It depends on what type of dress you are making - whether or not it's a full skirt, what the sleeve length is, if it's bias cut or not, if it's lined, etc. Generally speaking, a sleeveless, non-bias cut, long gown will take approx 3-4 yards of fabric, and another 3 yards of lining. A gown with a full skirt or long sleeves may require closer to 6 yards of fabric.
A bolt of cotton fabric for quilting is usually 15 yards; 42"-43" wide. A bolt of fleece fabric is usually 10 yards for licensed fleece fabric, and 10-12 yards for non-licensed fabric.
When buying fabric for a dress it not only depends on the size, but also the style. What pattern are you using? Is 60 the pattern size or the persons regular dress size? Pattern sizing runs small and is typicaly 2 sizes away from you regular size in a store. For example I am a 28 on a pattern but a 24 when I buy clothes. There can be as much as a 30% difference in material used for knee length dress compared to a floor length dress. Are there sleves and if so how long. If using a plaid printed fabric you will need to add a few yards extra to match prints. I would buy at least 9 yards for size 60.
