Tigers are predators. They need to be fast and agile to be able to hunt. If they carried their Babies inside until the Babies were fully developed the mother would get too big to be able to hunt successfully. and the Babies would get too big to be born from a tiger looking like tigers look now.
A way around that is give birth to Babies that are smaller, and still quite undeveloped.
Easier birth, mother doesn't have to get that big during pregnancy, but the tradeoff is that Babies are quite helpless and needs a lot of care while growing up.
