If plastic bags aren't recycled, they make litter; they are not biodegradable like banana peels or apple cores. If anything dealing with fruit or anything other than plastic or aluminum (anything natural rather than man made) were to be thrown into the street it will just be drove into the ground. Plastic bags on the other hand can pile up and unlike fruit which are biodegradable, plastic bags can survive pretty much forever.
