Dogs can be dirty, yes. Obviously dogs make messes and like to get into potentially dirty things (e.g. digging in dirt, chewing on bones, etc.). However, dogs' immune systems are very robust, and they are not affected by most bacteria that humans are. Thus, dogs can eat raw food without any difficulty and use their mouths as "hands" to pick things up and everything else--all without getting infections. Now, dogs can and do get infections, but dogs are susceptible overall to different germs than humans are, so it is fairly rare that well-cared-for pet dogs and humans pass diseases between each other. For instance, if another human licked your face you could get various diseases or infections from the saliva, but if a dog licks your face you are much less likely to develop a problem--not because the dog's saliva and tongue are "cleaner" than a human's but because dog germs are much less likely to affect a human.

A pet dog who is well cared for (gets medicine and vaccines for dog diseases) and who is bathed and groomed regularly really isn't very "dirty," and it is entirely appropriate for the dog to live indoors.
