If all the male is responsible for is providing sperm then they can be quite small as the production of sperm is not energy intensive. The males of the angler fish live as parasitic attachments to the female. All they do is provide sperm (do not even feed themselves) and are very small. Male Spiders have no function after they have inseminated a female and are very small, often eaten by the female after the deed is done. The same is true of the Praying Mantis.
