Pet food companies in the United States cannot use horse meat, according to the Equine Protection Network, which is a group dedicated to making a difference for abused, neglected and slaughter-bound horses. The main reason for this is because U.S. companies make more profit by selling it to countries where people eat the meat.
This does not stop horse meat from making its way back into the United States as an "animal" by-product or "animal" digest. Animal digest is the remains of pretty much any part of any animal (blood, teeth, hair, fat, muscle, viscera) from anywhere (roadkill, shelter animals, euthanized pets and horses, undesirable meat from livestock, etc.). Cheaper dog foods contain by-products and animal digest.
Take the dog food back to wherever you purchased it from. Buy a good name brand dog food, not some cheap generic brand. Dog food should not have weevils in it. Do not feed it to your dog, return it & get a better dog food.

My horse doesn't try to eat dog food. You shouldn't let your horse eat that. He's probably just being nosy or being a pig. Dog food is for dogs, not horses.

But a steady diet of dog food, designed for carnivores, would likely contribute to health problems over a long period of time. Cat food would be even worse for horses. But chickens--the egg laying mix for chickens typically lacks sufficient protein, and so occasionally a handful of cat food is good for them.

Then the industry turned to the 'scrap meat' left over by the slaughter of commonly used food animals like Chicken, pigs, and cows. Horses are no longer a suitable source of dog food due to the chemicals used to keep them healthy. These chemicals stay in the horses systems for long periods of time and if consumed by animals or people can make them sick or kill them. Over seas however it is fairly common for horses to be used for human consumption, especially in France and certain Asian countries.
