Yes, lizards do have emotions, but very basic emotions compared to mammals. Lizards communicate their moods through changing colour. A common misconception is that chameleons change their colour to suit their background, this is simply not true. A chameleons mood determines its colour, turning darker when stressed or frightened and becoming brightly coloured when it is content or looking for a mate. Virtually all lizards however can change their colour to a greater or lesser degree. Lizards even have personalities of a sort, depending on their emotional tendencies which are born from individual genetics and/or past experiences. I have owned many pet lizards of the same species, and their is still great variation between individuals of the same species: what each one likes to eat, where they prefer to sleep, if they like to come out of their vivarium or not and how aggressive or passive each individual is. I have even observed a rudimentary reptilian version of introversion vs extroversion.

Probably not, their brains aren't nearly as big or as complex. The organisation or density of neurons probably isn't similar either.

Not to mention reptiles are evolutionarily more simple than mammals.
