well, from personal experiance, size is a major factor. most turtles grow to about the size of a dinner plate, while frogs usually stay small. however turtles, because of their size, are more friendly and holdable. they are great pets for kids. frogs are a lot less easy to tame than turtles. also, frogs have climate issues. their home has to be the exact temperature or they will die! we recently had a small green frog named razor. we had him 3 hours and he died in his cage because we left him in our small pond. apparently, even though its shaded by 4 trees it was still to sunny for him. so your best bet would be a turtle.
