well, from personal experiance, size is a major factor. most turtles grow to about the size of a dinner plate, while frogs usually stay small. however turtles, because of their size, are more friendly and holdable. they are great pets for kids. frogs are a lot less easy to tame than turtles. also, frogs have climate issues. their home has to be the exact temperature or they will die! we recently had a small green frog named razor. we had him 3 hours and he died in his cage because we left him in our small pond. apparently, even though its shaded by 4 trees it was still to sunny for him. so your best bet would be a turtle.
Frogs don't have shells, and turtles can live away from water.

If you ask me I think hamsters are smarter because I did an experiment with a maze and I tested which one was smarter a hamster or a mouse and it turned out to be the hamster. But it might have been the type of the hamster. But both are sooooooo cute. But mice are more considered to bite and some hamsters.
