Semi-aquatic animals and birds have webbed feet to give them more control when they are swimming. They may spend a great deal of time in the water, diving and hunting for food, and webbed feet enable then to swim strongly while they hunt. Webbed feet are more effective than flippers, as these animals and birds are ale to also walk about easily on land when required.

Webbed feet are good for aquatic movement, while clawed feet are not. The webs catch more water per stroke and so allow for more speed. Ducks don't travel long distances over ground unless they're flying, so it'd make sense for them to have evolved webbed feet for swimming when they need to. Wings don't exactly help with swimming.

Ducks' feet are webbed to widen the paddle effect and give them speed in paddling on the surface of the water. Scuba gloves are webbed also, for the same reason -- stronger pulling power when swimming.
