It depends where you live, however, I tell by if i want to wear a coat is is best that my horse wears a coat. Unless your horse is clipped then you should start the blanketing when it begins to get a little chilly. If your horse feels cold than go with your gut. You are the best person to speak for your horse!

Horses prefer cold temperatures to warm, unlike humans and do not typically need a blanket if left unclipped. Remember, just because you want a jacket/ coat does not mean your horse does.However if you do clip your horses, or can't stand to see them sitting out there in a pasture without a blanket on these are the following basic guidelines.
Clipped horses:45*F ( 7*C)= light blanket
35*F (1*C) = Medium weight blanket
25*F (-3.8*C) = Heavy weight blanket
15*F (-9.4*C) = Heavy weight blanket + Liner+ hood
Below 10*F (-12*C)= Heavy weight blanket, polar fleece liner, secondary liner, and hood.


For unclipped horses:
45*F (7*C)= No blanket
35*F (1*C)= Light weight blanket
25*F (-3.8*C)= Medium weight blanket
15*F (-9.4*C) =Heavy weight blanket+ hood

There's no real need to blanket your horse unless she's sick or at an age where she can't grow a winter coat. Horses have a natural ability at monitoring their own body temperature and have done so at various temperatures for thousands of years--millions, actually. Various horse owners haven't had to blanket their horses if temperatures get down to -45 degrees Celsius, and show that just because it seems a "lil' chilly" to you, doesn't mean that it's the same to the horse. Blanketing should only be done if you have, as mentioned, a sick or elderly horse that, despite the best nutrition, can't gain or maintain weight through the winter or can't seem to develop a thick winter coat. Blanketing should also be an option if a horse has been worked hard and needs to cool off, and only if it's quite chilly enough that she may get cold-stressed with her still perspiring. After she's cooled off, though, she likely won't need the blanket anymore. Clipped horses are likely to need a blanket more readily than an unclipped horse.


You should go with your gut, though, and maintain readily-accessible shelter if the weather turns too sour for them to handle. But don't think that just because you're cold outside, your horse is cold too. A fur coat and thicker skin can make a horse be more cold-resistant than you, even if you have a jacket on.
