Basically, yes.

The law protects against "unreasonable search and seizure," but courts have pretty consistently held that this applies only where you have a "reasonable expectation of privacy". If you've got something sitting outside in plain sight in your yard, you don't have a reasonable expectation of privacy regarding it.

A dog catcher is unlikely to come into your yard and take your dog unless it's violating some portion of the municipal code ... if you have no fence and your dog is running free in a town where it's unlawful for a dog to be outside without a leash, for example, or if your dog has bitten someone, or if your dog is lacking registration and/or vaccination tags required by your city.
