However horses should not be in the stall during very bad storms incase of a tornado or if the horse freaks out and kicks. Also some horses might get hurt or something is wrong with them and they might have to stay in a stall for a while.

Also, if people own a stallion and the pasture is full of mares, they obviously can't put the stallion out there so he'd either have to go into a separate pasture or be stalled. There's many more reasons too. Just remember, if you stall a horse, make sure they get the proper care!
