Horses stay in stalls when it is too cold or wet or hot to be standing outside. Horses only get cold when it is windy. However horses should not be in the stall during very bad storms incase of a tornado or if the horse freaks out and kicks. Also some horses might get hurt or something is wrong with them and they might have to stay in a stall for a while.
