Almost anytime two dogs have a large difference in size they shouldn't be bred together, especially if the female is the smaller of the two. Some experienced breeders will attempt this, but they are careful of the match between the dogs, and hyper vigilant during delivery. Giving birth is hard enough work, no need to compound the problems the mother could face, not to mention the risk to the puppies.

It's possible, but not sensible. Cruel even. The pups will take some of their size from the father, which will make pregnancy and delivery difficult for both mother and pups.
