They can. The reason to avoid it is many fold. The strongest argument against is is that it increases the risk to the child for serious birth defects by 50%.
Having a child with birth defects is very hard on all persons involved. SO much worse if it was an AVOIDABLE risk.
Siblings not having sex is the best and safest for everybody, parents, children, and society. It's not a relationship that is healthy for anyone. Marriage is hard enough as it is. So is child raising. An non sexual relationship with siblings is so much better for all.
