Yes, some unfortunate cats are born with or develop brain dysfunction, which means the brain does not function normally. This can cause all manner of strange and erratic behaviours. Some cats born like this do not live long, or the owners deem it kinder for such animals to be put to sleep so the animal is no longer suffering.
