∙ 14y agoYes, they can, but they shouldn't. Most small breeds come in to heat 5-8months, large 7-10months, and giants, 12-14months. Small breeds should wait till AT LEAST the 2nd heat, at 13-14months old. But I'd wait longer; it doesn't hurt.
Large breeds shouldn't be bred till at least the age of 18months, and Giants, best wait till 2 or even 2.5yrs.
