yes. i believe they can. As i always observe my dog, i found out while he went exercise and was out of breathe, i can feel heat coming out from his mouth when i placed my hand near.

Yes, when they so called "pant', or breathe with their mouths open and their tongues out. This is their method of cooling. We sweat to cool, they "pant" to cool.
