No. Dogs, along with most other animals, can not see in 2Dimensions. So whatever they might actually see will be too confusing for them to comfortably look at. If a dog begins watching TV, it has noticed faint moving shapes on the screen and is trying to figure them out. They cant see pictures either, only things that are in 3Dimensions.
Dogs may perceive mail carriers as intruders or threats to their territory due to their regular presence near the house. The uniform and behavior of mail carriers can also be seen as unfamiliar or intimidating to dogs, leading to defensive or protective reactions.
Many times I catch my both of my dogs watching or listening to TV. Actually last night our lab mix was responded to the whistling on a tv commercial by cocking her head and perking up her ears. Our older dog always growls or whines if we are watching a nature show with the sounds of wild animals

It really depends on how much television you actually watch. If you watch a lo of TV you're probably better of with Tivo. If you only watch TV occasionally Netflix might be better for you.
dogs can see in the mirror, my dog sometimes barks at himself in mirror. they also will watch the TV. ALthough some just don't react to the other dog "in the mirror".
