Since dogs were wild they had muscular back legs and great agility to hunt and this also gave them speed to catch their prey. Since the dog has four legs and uses the rear legs to push forward this is something they have that humans will never have.

During time the dog was more domesticated and some breeds are not fast at all, while others run like the wind so it depends on the breed.

Also dogs run faster because they cover more ground on four legs than humans do on two legs.

Right, well basicly, it depends what dog, and what human,for a human it dont matter whether its male or female, just the build of the person.for a dog, lets say, a whippet, that breed is bound to be faster than human. for a tiny dog, a human is bound to be faster. so nobody is completely sure on who would be faster, so basicly, i would say they are both the same.
