Any two dogs of the opposite sex can mate, but when they are from the same parents (even if from a different litter) are still considered brothers/sisters. Therefore you would be inbreeding or 'line-breeding'.

Inbreeding or 'line-breeding' are not something one should do. You have seen turtles with two heads, or the sheep with five legs... these are results of inbreeding.

They can and they do If you have two litter mates of different sexes have them neutered ( fixed ). There are too many unwanted animals in the world.

Yes, it is sort of strange but brother and sister dogs can breed. Sadly enough dogs after a few weeks can't tell their relatives from their non-relatives. Good luck with your breeding!
