Yes they can but it isn't a very good choice. I have had my turtle since it was a baby and i fed him small fish that i let swim around the tank so he would have to chase it to eat it and the smallest kind that i could find of turtle food
If fish were hungry they would eat it. Although there are better alternatives to feeding fish it all depends on the type of fish you have.

It depends what species the turtle is. When I had a baby snapping turtle I only kept it for a couple months and I fed her turtle food from walmart I dont really know if adult or teen adolescent turltes can eat it or not.
