are they frogs or toads? is this a septic/leach or public? try pouring a box of rock salt down the toilet. water frogs aren't big on salt. chances are they are living in your drainage system full time but only come up during rain. if you run some salt through there about once a month it will make the environment undesirable for them and they'll look for another place to live. It's not toxic so it won't hurt the frogs or anything else that is probably living there as well. more than likely you have breaks in your piping caused by either age or tree roots. the salt will help keep the tree roots from moving in there in search of water and doing more damage.

Frogs use their webbed feet to push against the water, propelling themselves forward through a kicking motion. They may also use their hind legs to swim by kicking vigorously while keeping their body streamlined. Frogs are well adapted for swimming and can move gracefully through the water using their powerful limbs.
Frogs swim by using their powerful hind legs to kick and propel themselves through the water. They also use their webbed feet to paddle and steer in the direction they want to go. Frogs are well adapted for swimming due to their streamlined body shape and strong limbs.
Frogs have webbed feet that allow them to swim efficiently by increasing surface area and providing propulsion. Their streamlined bodies and strong hind legs also aid in swimming by reducing drag and allowing for powerful kicks. Additionally, frogs have a unique respiratory system that enables them to breathe while submerged in water, enhancing their ability to swim effectively.
A frog moves by leaping. Movement via leaping is called saltatory locomotion.
Frogs do not swim upside down. They typically swim right-side up, using their powerful hind legs to propel themselves through the water.

Actually No, a Goldfish cannot swim back up the toilet. The construction of the trap (the "hole" in the bottom of the fixture) prevents water from backing up into the toilet (see links for a picture). the only way this might be possible is if the toilet is clogged. (the water can't go down the drain and overflows)
I wouldn't say swim, i would say crawl up if the toilet in question hadnt been used in ages, i mean ages...
frogs survive only in fresh water so no
