They probably could if they wanted but I'm pretty sure that their not supposed to. They can eat plain biscuits though used to give my hamster them but they cant eat them too much one or two a week is reasonable.

Hamster don’t actually eat the paper, but they will chew on it, and maybe hide it in their cheeks. But eventually they will spit it out.
